Public Hearing and Regular Session
July 19, 2018

A Public Hearing and Regular Session of the governing body of the City of Trinidad was held on the 19th day of July 2018 beginning at 5:30 p.m. at the City Hall in Trinidad, Texas, at which time the following subjects were discussed:

1. Call to Order: Mayor Larry Estes called the meeting to order at 5:30 p.m.

2. Roll Call: Councilpersons present at the meeting were Velma Womack, Beth Parker, Roy Stanfield and Chris Quinn. Kay Hernandez was absent.

3. Invocation: The invocation was given by Chris Quinn.

4. Comments from Gary Arnold, Water Plant Operator - Consumer Confidence Report - 2016 annual Drinking Water Quality Report and Public Comments: Don Bonner asked Valerie if we were in the same place with the water as last year. Valerie said we are doing better and will continue to do so. Chris Quinn commented on how we have made several significant repairs to the water plant and the water quality has gotten much better.

Public Hearing ended at 5:40 p.m. No more comments made.

5. Open forum: No comments made in open forum.

6. Work Session

• Report from TEDC: Helen Covey attended the meeting and said there wasn't anything to report. TEDC did not meet in July.
• Report from Chief of Police on monthly violation activity and monthly code enforcement: The Chief presented his monthly reports, discussed ordinance enforcement with update on violations. He said Unit #104 has $120,000 miles and talked about the possibility of buying a different police vehicle.
• Report from City Administrator concerning monthly financial reports: Bank account balances, check registers for General Fund and System funds were presented for review. Budget worksheets were passed out to all council members with an updated sheet of all city debt.
• Report from Municipal Judge: Reports were presented by the Associate Judge. She presented the idea of having an agreement between the City of Trinidad and Perdue Brandon Fielder Collins and Mott‚ LLP for collection of past due municipal fines. There would be no cost to the city for their service.
• Report from Water Operator/Street Dept.: Valerie Hamrick submitted the report on work that has been completed and future work to be done.

7. Consider and approve Ordinance No. 2018-005 adopting supplements to the Code of Ordinances for the City of Trinidad. Motion was made by Chris Quinn to approve Ordinance No. 2018-005 as written: Roy Stanfield seconds the motion. Motion carried unanimously.

8. Consider and approve Ordinance No. 2018-007 correcting a scrivener's error in the City Zoning Ordinance; and providing for related matters: Motion was made by Chris Quinn to approve Ordinance No. 2018-007 correcting a scrivener's error in the City's Zoning Ordinance. Velma Womack seconds the motion. Motion passed unanimously.

9. Budget Session: The System Fund revenue and expenses were presented and balanced. The Mayor discussed that since it was already balanced and the City Administrator and Valerie worked on it together, to accept the balanced figures. Initial General Fund figures were given and the Police Department and Municipal Court will present their reports at next council meeting.

10. Council Members Inquiry Time: No comments made during council member inquiry time.

11. Consent Agenda: All matters listed under Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will then be removed from the Consent Agenda and will be considered separately.

• June 19, 2018

All payments and minutes were reviewed. Motion was made by Chris Quinn to approve monthly invoices. Velma Womack seconds the motion. Motion carried unanimously.

12. Adjourn: Motion was made by Roy Stanfield to adjourn. Velma Womack seconds the motion. Motion carried unanimously. The meeting adjourned at 7:30 p.m.
