PLANNING AND ZONING COMMISSION
CITY OF TRINIDAD

 

Special Meeting
Thursday, July 6, 2017

 

A special meeting of the Planning and Zoning Commission of the City of Trinidad was held on the 6th day of July 2017 at 5:00 p.m. in the City Hall at 212 Park Street, Trinidad, Texas, at which time the following subjects were discussed to wit:

1. Call to Order: Chairman Kay Hernandez called the meeting to order at 5:09 p.m.

2. Roll Call: Board members present at the meeting were Betty Sanders, Beth Parker, Helen Covey and Billy Ray Hornbuckle.

3. Invocation: The invocation was given by Billy Ray Hornbuckle.

4. Visitors/citizen forum: No comments in visitor forum.

5. Work Session:

1. Mike Howell - discuss possible changes to Zoning Ordinance: Mike Howell was in attendance and has reviewed our zoning ordinance.

• Define fence regulation: The Zoning Board discussed a neighbor situation with the city inspector, Mike Howell, and the request for fencing on the front/side property line. Mike Howell said the front yard is all property seen from the front of the house which means the front and side front property. He suggested that fence height needed to be determined, with 6 or 8-ft fencing is usually standard for Back/side yards. He also said that type of fencing allowed needs to be included. He said once a person gets a fence permit to notify him and he would inspect and make sure fencing is in order per ordinance. He also suggested that they draw the fence on their plat and send it to him so he would be able to determine where they will be placing he fence. Normally fences are built 6" off of the property line. All board members were in agreement with the definitions above.

• Add square footage minimum for housing: In consideration for size of homes, he said the square footage is definitely up to each city. The board feels a minimum of 1000 sq. ft., excluding car port, would be sufficient for Trinidad. All board members were in agreement.

• Make sure proper definitions are included for clarification: Mr. Howell said he would be working on a more detailed definition and a picture that would show the boundaries and terms for fencing.

• Discuss travel trailers, parking, living, etc (Ordinance No. 2008-010): The board wanted the 2008 ordinance information added to the zoning ordinance. Mike Howell said to make sure that they need to be parked on a hard surface and he would have everyone register their travel trailers. If a person is building a home, usually the city could give the owner 6 months to live in travel trailer while building their home.

• Front yard buildings: The board felt that no accessory buildings should be built in the front/side yard. Also accessory building can be up to 50% of sq ft of home, depending on lot size. Right now setbacks are 25 feet from front road, 5 feet for side property line and 10 feet from back property line. All board members were in agreement.

• Mike Howell recommendations: Mike Howell will be working on updating our zoning ordinance based on what was discussed, and he would go over everything at the next meeting. All board members were in agreement with Mike Howell's recommendations and suggestions.

6. Consider date for public hearing on possible changes: Motion was made by Beth Parker to table this line item. Billy Ray Hornbuckle seconds the motion. Motion carried unanimously.

7. Approve the following minutes:

• March 16, 2017
• May 8, 2017

Motion was made by Beth Parker to approve the minutes listed above. Helen Covey seconds the motion. Motion carried unanimously.

8. Board Members Inquiry Time: Pursuant to Tex. Gov. Code Sec. 551.042 the Members may inquire about a subject not specifically listed on this agenda. Responses are limited to a recitation of existing policy or a statement of specific factual information given in response to the inquiry. Any deliberation or decision shall be limited to a proposal to place the subject on the agenda of a future meeting.

No comments made during Board Members Inquiry time.

9. Adjourn: Motion was made by Billy Ray Hornbuckle to adjourn. Helen Covey seconds the motion. Motion carried unanimously. The meeting adjourned at 7:15 p.m.
